In the southeast coast of China, flash flood risk management is usually based on natural villages. In recent years, extreme rainfall increased, with the impact of man-made activities, flash floods occur frequently. This paper introduces an Early Warning System, which is composed of forecast warning, monitoring warning and local warning complementing each other.
