Measuring the One-Way Speed of Light

This paper describes a method for determining the one-way speed of light. My thesis is that the one-way speed of light is NOT constant in a moving frame of reference, and that the one-way speed of light in any moving frame of reference is anisotropic, in that its one-way measured speed varies depending on the direction of travel of light relative to the direction of travel and velocity of the moving frame of reference.
