This paper deals with the optimum method of a heat insulator for an adiabatic icicle prevention at tunnel-lining surface. The atmospheric conditions, which consist of yearly mean temperature, yearly amplitude and daily amplitude, are estimated as statistical values following an extreme distribution analysis.
