It has been defined that effective forming and implementation of the innovative potential necessitate the development of mechanisms that would provide regulatory-legal and institutional support to the effective transfer of innovations, proper funding of science and education, material stimulation in the work of scientific and pedagogical staff, renewal of material and technical base necessary for the introduction of scientific-based innovative activity.
