more » ... is very broad, dense and composed of diverse ethnic groups, the population is spread unevenly, which is caused by the gap of development between rural and urban areas and among regions, construction of infrastructure and infrastructure which attempted to reach the various regions is felt not optimal, limited government funds and the extent of territory that must be reached. In connection with these poverty ICT can act as a tool in optimizing the efforts to overcome poverty, so that will have an impact on the reduction in poverty levels, caused by more and more people get information, in the field of employment, agriculture, cultivate the potential of the area, so that people will increasingly smart by getting a variety of information it receives. Noting the Telecommunications Act mandate and the achievement of information society as agreed by the WSIS, the presence of ICT infrastructure that has been unfolded, it is necessary in order to encourage economic empowerment of the rural poor.
