Abstract:E-government (e-govt.) projects have become the primary means for governments of small underdeveloped and developing nations in the South Pacific to implement socioeconomic reforms aimed to eliminate poverty and improve free market trade. more » ... o gain more insight on e-govt. projects implementations. This study makes no distinguish between e-business, e-govt, e-internet etc. as these projects are all included under the 'IT' projects category. A qualitative empirical content analysis mixed method was conducted using data gathered from specific online databases to answer four major empirical research questions. The chosen datasources included: 1) The Project Management Institution (PMI) Project Management Body of Knowledge (PMBOK) 5 2013 ten Project Management Knowledge Areas (PMKAs) group processes and disciplines; 2) 367 Asian Development Bank- Western Samoan (ADB-WS) loan documents from 1998 to 2015; 3) 21 Videos - Samoan projects 2009 to 2012; and 4) 441 critical success factors (CSFs) and failure factors (FFs) textual data collected from 42 selected studies in the field of IT Projects. The PMBOK ten PMKAs and processes were used to develop three sets of protocols to analyze and test each of the three research components in order to answer research questions. It was found that the Western Samoa e-govt. approach is out of date and should be reviewed and updated in order to include its citizens and IT and Information Systems (ISs) and applications. Also, the traditional Samoan organic project/activity processes (initiate, plan, execute, monitor and control, and end) as well as project attributes are similar to those of any other global cultural setting and the PMI PMBOK guideline.
