The securing of fairness and efficiency will be required to design the service of public transportation. Especially, about local transportation, the target areas and policies should be clarified, because of the limited public burden. In this study, the actual travel demand ratio is quantified by using Data Envelopment Analysis, and its time series variations are estimated by Malmquist index.
