In this paper we will present a new model of social policy related with productive, civil economy clusters able to generate an evolved community welfare, currently experimented in the area of the Strait of Messina. The approach is based on anthropological postulates much more complex than the concept of homo oeconomicus and it focuses on mesoscopic socio-economic-ecological systems.
