The paper shows that in the period before 2010, but also after 2010 partly lack of this kind of system thinking. The post-2010 period, the higher education faced serious challenges, but for establishing a comprehensive strategic and strategic changes had to wait five years. Although significant institutional changes have been made in the past six years and in particular over the last two years and a half, the strategic document is the basis for the changes which demand shows significant shortcomings in terms of the system and institutional paradigm.
