In this paper we propose a novel algorithm for the implementation of best effort services in ATM LANs. The algorithm is a peculiar version of ABR in which sources can transmit only at two different cell rates, the Peak Cell Rate (PCR) and Minimum Cell Rate (MCR); for this reason, the proposed algorithm is called Stop & Go ABR.
