How to effectively educate a student population which is rapidly becoming more linguistically and culturally diverse is one of the biggest challenges facing our country's educators. Today, more than 30 percent of our children and youth are from minority groups. xii FOREWORD the complex challenge faced by the education practitioners in developing high quality education for the linguistically and culturally diverse population in our schools today. I believe, also, that it has important contributions towards informing policy-making and educatonal administration.
