This idea was based on the formation of an influential and experienced board of trustees in each governorate to consult on methods of off-budget education financing, this structure will include managers of production and service sites and entrepreneurs in order to finance education from outside the budget. The Ministry then formulated the idea, after it had been left for about seven years without implementation, to establish a council for trusts in each school instead of in the governorate revising recommendations for primary education curricula in 1993. This study is one of the corrective studies by which accurate information can be obtained to visualize and diagnose reality and contribute to the analysis of phenomena. It was based on the scientific method using the Comprehensive Social Survey method, rather than the high school board of trustees (130). It used a measurement method for magazine members. The main findings of the study were that the level of trustees' boards of secondary school close joint cooperation between the board of parents, trustees, teachers, and community members as determined by the members of the board of parents, trustees and teachers amounted to (2.45) which is high.
