more » ... ian ini adalah penelitian kualitatif dan jenis penelitian deskriptif dengan pendekatan yuridis-sosiologis. Sedangkan metode pengumpulan data yang digunakan dalam penelitian adalah metode wawancara, observasi, dokumentasi, penelitian kepustakaan. Teknik pengolahan keabsahan data menggunakan Trianggulasi. Metode analisis data yang digunakan dalam penelitian ini adalah pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan. Hasil dan pembahasan dari penelitian ini adalah (1) Hambatan yang terjadi dalam penyelenggaraan jasa pengiriman barang ada tiga, dari pihak PT. Pos Indonesia (Persero) selaku Pelaku Usaha yaitu kelalaian dari karyawan dan akibat kesalahan teknis dalam transportasi dan teknologi, dari pihak Konsumen yaitu adanya Konsumen Abstract ____________________________________ The law correlation between goods shipping service company Pos Express and the consumers made a bond between them. The base of this bond was the agreement between PT Pos Indonesia with the consumers where they had rights and obligations that should be obeyed. The research method which was used in this research was descriptive qualitative research by using juridical-sociological. The method of collecting data which was used were interview, observation, documentation, and literature research. The technique of data validation test was Trianggulation. The technique of analyzing data were data collecting, data eduction, data presentation, and conclusion drawing. The result and discussion of this research were (1) There were 3 obstacles occurred in carrying out the goods shipping service: from PT Pos Indonesia (Persero), they were employees dereliction and technical problem in transportation and technology; from the consumers, there were some customers with bad behaviour, unclear address, and also another unclear rules. (2) the protection toward bussiness doer upon consumers' bad behaviour of goods shipping service was UU no.38 year 2009 about Postage and also UU no.8 year 1999 about consumer protection, receipt, goods shipping SOP. Some legal dispute between bussiness doer and the consumer, in this case PT Pos Indonesia with its consumer, keep rising although some rules applied. This rule gives some repressive protection instead of preventive which could give some protection without any legal dispute. The suggestion the writer can give are (1) Consumer should be honest and open in the shipping transaction. (2) There should be an agreement of goods shipping which protect the parties as a preventive action of legal dispute like by the time package system or when goods shipping transactionng .
