more » ... ння при Президентові України Introduction: In the conditions of successful completion of the decentralization reform, the issues of formation of a set of powers for local self-government bodies (hereinafter -local self-government bodies) of basic and regional levels, which should ensure the sustainable nature of territorial development, are becoming increasingly important. A necessary step is to form a proper scientific basis for the ongoing reforms. The implementation of a balanced choice of priorities in the field of research is a fundamental factor in obtaining support, funding and commercialization of research. Research methodology: The survey is basedon the actual methodological complex that is characterised by integrity and, including classical postulates which provide its verification, it has innovative aspects. The mentioned approach is based on systems theory that is characterised today by worldwide-recognized universal cognitive tools and antientropic approach, which is in focus of contemporary interdisciplinary studies. Results: The criteria that can be used in the selection of research projects include: compliance with the Sustainable Development Goals throughout the life cycle of the research project; state and tendencies of scientific, educational, informational and innovative support of the region's development (under the conditions of making a positive or negative decision on granting/not granting state support to the research project); availability of human resources for the implementation of the research project; fundamental predictability of the development of innovative solutions of an applied nature; anticipation of the creation of new innovation organizations; fundamental predictability of commercialization of scientific developments; resources involved from other sources (extrabudgetary funds); improving the scientific and educational image of the region; proper organizational management, experience and skills in implementing such research projects; interaction with sectors of the regional economy; availability of specialized universities to create an institutional platform for the implementation of the research project; availability of public support; correlation with other research projects to achieve a synergistic effect; risks during project implementation, etc. Conclusions: The most important criteria when choosing priority research projects should be the criteria of efficiency -economic, social, environmental. Specific performance criteria for different regions may differ significantly, based on their specifics, in a broad sense, and the level of development of regional scientific potential.
