Priority-based dynamic carrier allocation strategies can be classified into three categories: static-priority, dynamicpriority, and hybrid-priority strategies. Strategies based on static priorities do not consider the local carrier reuse conditions, while dynamic-priority strategies do take these conditions into consideration.
