4 Addressing the People Issues when Developing and Implementing Engineering Processes

This paper describes the approach used by a defense contractor to address the people issues raised when developing and implementing engineering processes. First, a brief description of the context is presented, then organizational mechanisms to better manage changes are described, and finally 16 lessons learned are presented. The Capability Maturity Model and CMM are registered in the U.S. Patent and Trademark Office.
