The results showed that the policy issued by the president through Presidential Regulation Number 14 of 2021 concerning Amendments to Presidential Regulation Number 99 of 2020 concerning the Procurement of Vaccinations in the Context of Prevention of the COVID-19 Pandemic was based on the theory of Law as a Tool of Social Engineering. The vaccination regulation applied by the government uses the Law as a Tool of Social Engineering approach. The concept of this theory is to use the law as a tool to regulate society in order to create justice. Justice is social control. The concept carried out by the government is quite successful in overcoming and handling the COVID-19 pandemic in Indonesia.
