In 2010 961,121 people lived in Mexico who had been born abroad. They are 0.9 percent of the total population of the country. In contrast, the number of expatriate Mexican nationals amounted to more than eleven million. Against this background it is not surprising that Mexico's migration policy has long focused almost exclusively on the Mexican diaspora. Recent developments have now made a reevaluation necessary.
