Electric dipole strength below the giant dipole resonance

We present arguments suggesting, in contrast to commonly accepted way of thinking, that the mechanisms of the super-and of the hyperdeformation in nuclei, and thus the physics motivations behind, are different. Consequently the research strategies of the nuclear hyper-deformation as opposed to super-deformation should be adapted appropriately, and certainly changed with respect to what seems to be the present day attitude.
