The work is structured as follows: First, it will briefly talk about an emergency plan's function and structure. From this starting point the article will move on to the actual plan and highlight some of its major deficiencies. Special attention will be given to why having a model plan is a bad idea and to the link between emergency plans and policy/legislative context.
