The World Health Organization states The Continuum of Care concept is the best approach to improving women's and children's health. Sustainable Development Goals (SDGs) commitment 2015-2030, mandates to reduce maternal, neonatal and under-five mortality. The aim of this paper is to explain how the Collaborative governance considered as adaptive management to ensure the implementation and sustainability in policy advocacy of Continuum of Care for improving Indonesian women's and children's health. There is an opportunity to apply this approach between stakeholders involved, on five elements (Penta Helix) model (consist of government, business, academia, civil society and media), in reducing maternal, neonatal and under-five mortality.
