The phe-nomenon persists in all the states of the world, regardless of their political or economic organization, the welfare of the society, race and culture. States have a responsibility to respect, protect and fulfil the human rights of all their citizens. all reasonable measures have to be taken to prevent, investigate and punish domestic violence.
