The current research aims at addressing the technical and educational criteria for the design of e-learning, in terms of objectives, content, activities, structural evaluation, reinforcement and reference. The current research follows two methodological designs of descriptive studies. The first approach is the analysis of the content of the documents. And is used in the field survey of expert opinion. The research sample consisted of 11 arbitrators of experts and specialists in the field of educational technology to review their opinions on these standards in terms of their importance, adequacy and correct formulation. : Reach eight criteria that address all aspects of the ECD design, and each criterion is grouped into a set of 54 indicators and is working towards these standards.
