Özet Türkiye'de hububatta destekleme fiyat politikası Toprak Mahsulleri Ofisi Genel Müdürlüğü (TMO) tarafından gerçekleştirilen destekleme alımlarıyla yürütülmektedir. ... i bir şekilde uygulandığı Amerika Birleşik Devletleri (ABD) göz önüne alındığında bu sisteme entegre bir destekleme fiyat politikasının da sürdürüldüğü görülmektedir. Bu kapsamda çalışmanın amacı, ABD lisanslı depoculuk sistemi ve destekleme fiyat sistemi uygulamalarını inceleyerek Türkiye için lisanslı depoculuk sistemiyle uyumlu yeni bir destekleme fiyat sistemi önerisi sunmaktır. Bu doğrultuda lisanslı depoculuk sistemine ilişkin literatür ve Türkiye'de uygulanan sistem TMO-TOBB Tarım Ürünleri Lisanslı Depoculuk San. ve Tic. A.Ş. (TMO-TOBB LİDAŞ) lisanslı depoculuk uygulaması çerçevesinde incelenmiştir. Çalışmada, yurt içi piyasa yapısı da dikkate alınarak TMO'nun destekleme alımı yapmasına gerek kalmaksızın belirli bir taban fiyatın üreticiye garanti edilmesine dayanan ve lisanslı depoculuk sistemiyle uyumlu bir fiyat desteği sistemi önerilmiştir. Ayrıca, önerilen sistemin etkileri ve TMO'nun yeni sistemde kurumsal olarak nasıl konumlandırılabileceği de tartışılmıştır. Anahtar kelimeler: Hububat, destekleme fiyat sistemi önerisi, lisanslı depoculuk sistemi, TMO Abstract Support price policy of cereals in Turkey is carried out through support purchases of the TMO (Turkish Grain Board). Support purchases are mainly due to the low supply elasticities of the producers. Based on this policy, efforts to improve a licensed warehousing system which increases supply elasticity through offering storage and financing facilities for producers have been pursued in Turkey since 2005. When the United States (US) case, in which the licensed warehousing system is implemented effectively, is examined, it is seen that an integrated support price policy is also maintained within licensed warehousing system. This study aims to propose a support price system which is integrated with the licensed warehousing system in Turkey while considering the US licensed warehousing system and support price policy implementations. In this context, related literature and licenced warehousing implementation of TMO-TOBB LİDAŞ company has been reviewed. A price support model, that ensures a certain minimum price level without need for TMO's support purchases and which is compatible with the domestic market structure has been developed for Turkey. Moreover, the effects of the proposed system and the TMO's role and function in the suggested system is also analyzed in the study.
