ix this book is the result of my long-standing interest in participatory governance in the developing world. It builds on my first book, Voice and Vote: Decentralization and Participation in Post-Fujimori Peru. After more than a year of fieldwork in six regions, I left Peru with many more questions about participatory governance than answers.
