disease in New York state and city exceeds that in Paris, the fault is most likely to be found in the extent or method in which diphtheria antitoxin is employed. Careful investigation of the quality of antitoxin would indicate that Paris has no advantage in this respect over that of the antitoxin supplied by the New York State Health Department.
