Planning compact cities are truly required for the population reducing cities. In the local cities of Hokkaido, a large amount of public housing has been developed according to the expansion of residential areas of them. At present, amount of old public housing buildings are faced to rebuilt at the same time, and they should be consolidated and reorganized by local government to locate to its downtown area for forming the compact city.
