Solar ultraviolet and X-radiation arriving at the Earth is emitted mainly by highly-charged ions in the outer layers of the Sun, where departures from thermodynamic equilibrium are extreme. Hence the diagnosis of physical conditions from spectral intensities entails the use of accurate cross sections for a variety of physical processes governing the excitation and ionization of emitting ions.
