In this paper we consider the transmission of stored video from a server to a client for medical applications such as, Tele-monitoring, to optimize medical quality of service (m-QoS) and to examine how the client buffer space can be used efficiently and effectively towards reducing the rate variability of the compressed variable bit rate (VBR) video.
