In 2010, in response to a UN recommendation and a European directive, the Council of Ministers adopted a Vision for deinstitutionalization in Bulgaria. The aim was to gradually close the mass social homes, to take the children out of them and to place them in foster families or children's centres (not more than 12), that means much closer to a family environment.
