Abstract: The article examines the process that has followed the construction of the Hemispheric Energy Integration Project and the role that has been assigned to Mexico. In spite of the divergences that they have had on different issues of world policy (from the interventions in Haiti and Panama, till the recent occupation war in Iraq), Mexico has been considered by Washington as its main partner in Latin America since1989. Although Mexico has not advanced sufficiently fast in the deregulation and privatization of its energy sector, it has been considered by the United States as a reliable petroleum supplier and, therefore, a strategic ally in guaranteeing its energy security. This is clear because Mexico is one of the three main petroleum suppliers to the American energy market-it has even been the first in some years-and has also been a fundamental actor in the advancement and consolidation of the Hemispheric Energy Integration Project.
