City Ontology plays an important role in smart city management for data integration, reasoning decision support etc. With these managerial domain knowledge scattered among a large number of experts, researchers face a huge challenge constructing a complete ontology for city management. This paper presents a simple yet efficient method for non-computer science experts to construct an ontology.
