In which ways did the concept of integration shape the theory and practice of social work and public welfare? To what extent were social work and social welfare responsible for processes leading to exclusion? The research project was designed on three levels: On the first level, debates and theory building in the field of public welfare between 1890 and 1960 were surveyed; on the second level, the City of Berne's welfare institutions between 1920 and 1960 were examined; on the third level, the practices of these institutions were analysed. The research also examined the self perception and the strategies of those dependent on social welfare. The social welfare system's gender biases received special attention. Research Methods: Different methods were used for different parts of the research. Historical discourse analysis was applied to the guiding principles, professional self-conceptions, and experts' discourses. The formation and the evolution of the municipal-level welfare state institutions were historically reconstructed using institutional history methods. The investigation of welfare practices was based on administration documents, on the one hand and on welfare-relief case records, on the other. The historical reconstruction of selected case studies allowed the micro-analysis of social relief practise and provided insight into self interpretations and the strategies of dependent persons.
