ABSTRACT This dissertation aims to propose a diagnostic tool of professional competencies in a sample of public servants considering the gaps and the factors that influence their expression. The study seeks to make an integrated diagnosis so that improvement actions appropriate to the effective cause are carried out (competency or factor gap). Research was conducted of scientific literature on the topic of the dissertation, based on predefined criteria, which allowed the analysis of 122 national and 30 international articles published between 2000 and 2015. It is a cross-sectional qualitative study conducted in a Public Organ. Data collection sought triangulation of different techniques and data sources through research of documents organization, interviews with 19 managers from different areas, and a focus group with 13 technicians who work in the various purposive areas. The primary data collection was conducted by the graduate student and accompanied by members of UnB Research Impact Group, and recorded with the consent of the participants, generating a corpus of 130,550 words in interviews and 1,595 words in the focus group. The categorical content analysis was used, first with seven judges' analysis, and later by the graduate student and advisor xii to consolidate analysis. It was possible to identify the factors that influence the expression of grouped competencies in two categories split in eleven subcategories: Situational (material support, physical environment, policies and people management practices, labor demand, management support, psychosocial support, results evaluation criteria, organizational structuring and institutional autonomy, interinstitutional relations) and Dispositional (motivation, coping strategies in difficult situations). In general, there was convergence on the results from different sources of information and data collection techniques regarding the content of subcategories, indicating alignment between the perception of managers and technicians of the factors. Content categories obtained in this research are similar to constructs such as perceived organizational support, psychosocial and material support and situational restrictions on work performance, supporting other research indicating relationship between expression of competencies and variables of internal and external organizational environment and own individual. Regarding the identification of professional competencies, 130 operational definitions have been validated and classified in managerial (39), transverse (24) and techniques (67) competencies, which were subdivided into expert (28), institutional education (24), regulation (6) and research and development (9). In this step, the use of different sampling techniques was complementary to generate operational definitions. It can be seen that the conceptual, classification and description divergence of measures for evaluating competencies compromises the comparison of existing studies, besides the difference in the specific context of this research. It was possible to build a diagnostic tool, structured in four parts: (1) presentation and filing guidelines, (2) sociodemographic questions with twelve items (3) 130 items of professional competencies, organized by categories/subcategories to assess the degree of expression and (4) 96 items of factors for evaluation as to the perception of influence and the organization offered conditions. It is recommended to further research the semantic, contextual and statistical validation and analysis of quantitative data to support decision making regarding the best solutions to overcome the identified gaps.
