Effective link layer triggering is the key in order to enable fast and reliable handovers across different access networks. In this paper, we investigate the use of signal strength as part of the trigger mechanism. We propose an analytical model to estimate the anticipation required in order to achieve a target handover packet loss performance, for both voice and video traffic patterns.
