This paper aims to address the issues of governability and civil disobedience in the framework of the exercise of private governance in CRUs. Methodology. The qualitative research method was selected under the systematization of experience approach. Results. The types and models of private governance in CRUs, based on conventional views of governability, accept representative governance systems that limit the direct participation of the citizenry and can even trigger civil disobedience by not recognizing the new complex and inclusive participation demands that transcend from individual actions to collective actions of information, consultation to vigilance and citizens control. Conclusions. The recognition of these new dynamics demands the construction and strengthening of a democratic citizenry which implies developing abilities that enhance people's behavior and conceptions in the search for their own well-being and the construction of the common.
