It is recommended that the use of artificial fertilizer be encouraged by demonstration and experiment, by decreased freight rates, and by securing adequate supplies of phosphate rock. Also that a high rate of depreciation on acid plants be allowed in income tax calculation; and that public compensation be given for plants that are ordered scrapped.
