The purpose of this research is to identify and classify the contextual relationship between the constraints factor in the implementation of limited technology of the road construction using contractors. The method used in this research is Interpretive Structural Modeling. The results showed that the contractor's financial ability problem to finance the work and giving the project to the lowest bid was the most influencing key factor (driver power) in the hierarchical relationship.
