The advances and expansion of technical education in Pernambuco's professional education policy and the incentives for full secondary education have resulted in an increase in the supply of State Technical Schools units and, in recent years, in the interior of the state. The process model is used for the analysis of public policies, and in this study it aims to understand the functioning of technical education institutions for the agricultural sector in relation to what was planned, as it is being implemented and the agents involved in this process, as well as the execution of public policy. In this way, the implications of this approach are in the achievement of the objectives of the state education policy based on a planning that follows the stages of operation of the education units focused on the professional qualification linked to the basic educational formation of the student regarding the productive potentials of the localities where they are offered
