Sistema de Inovação Brasileiro, Desafios, Estratégias, Atores: um Benchmarking a partir de Sistemas Internacionais de Inovação

This article aims to analyze the Brazilian national innovation system, identifying its actors, investments in R&D&I programs and mobilizing projects, legislation, incentives and results. The descriptive and qualitative analysis based on secondary data allowed a benchmarking development with consolidated innovation systems (SI) of reference countries in innovation and compare them to the Brazilian SI. Besides Brazil, the surveyed countries were Germany, China, Singapore, Spain, United States,
more » ... , United States, Israel, United Kingdom and Sweden. The main results revealed that mostly the SIs are mature and well-articulated. There is an already structured SI in Brazil, with participatory actors representing the government, the academia, businesses and venture capital industry. It could also be observed the existence of successful projects and programs with significant investments and solid legislation covering local, state and national levels; this Brazilian SI also has significant opportunities for further improvement and consistent results.
