This paper discusses support for Small and Medium Enterprises (SME) to encourage carbon reduction in relation to conceptualisations of SMEs as socially and spatially embedded entities. The conceptual discussion is married to conclusions from an evidence review of SME carbon reduction support to argue that there is a need for coordinated local support architecture framed around both recognising and fostering the notion of SMEs as 'spatially tied' local citizens.
