Dynamic of urban planning and property

Planning and property are essential pillars of any city. No municipal or metropolitan can ignore this relation: for them, planning is more than a powerful instrument, but also an essential part of the city management. For example, the city of Jakarta is infamous for its complete lack of planning since the independence of Indonesia, and is now an absolute nightmare to govern, suffering from endemic urban sprawl and severe traffic congestion, which paralyses the city five hours a day. Planning is a technical and legal process as much as a political process: decisions have to be made on issues such a land use, zoning, infrastructures and street layout, in order to promote a certain idea of the city, which widely differs from city to city, despite some similarities being noticeable, especially in metropolis around the globe.The aim of this essay is to discuss the interactions between planning and property, and the legal framework which regulates them.
