For stable operation of electric supply system, creation of incentive to regulating power is important. However, unlike electric energy has electricity meters for billing purposes; regulating power does not have even measuring devices as that simple. In this paper, we propose a policy of "net-mileage" to measure fast regulating power in governor free operation based on the well-known idea of "mileage".
