Anti-poverty is a common subject that all countries are facing with today. Amartya Sen defined it as a lack of capability instead of just a low income. According to his theory, combined with great changes in rural management structure since China implemented reform and opening-up policy, the thesis proposes a new concept of anti-poverty to develop communities' capability on the basis of rural communities.
