It will become more difficult to operate and maintain network infrastructure, such as water, gas and power supply, because density of inhabitants and households will go down in Japan. This paper presents a statistical analysis of operation and maintenance cost of 97 water supply systems in Tohoku Region through estimating a stochastic frontier analysis model. This analysis uses not only the conventional data supplied by the Water Works Census, but also the spatial distribution of population,
more » ... d-use and elevation data supplied by the MLIT Web site, after converted by a GIS. The estimated model regressed 13.2% of variance of the unit operation cost of water supply system, by the factors, such as customer density, roughness of supplied area, and oldness and other network characteristics.
