The membership of the Commission being widely scattered geographically, it was impossible to get all the members together for any one meeting. Two meetings were held with about half the members present and the remainder of the work was done through correspondence. Two preliminary reports were made and the results of these submitted in the form of a tentative outline of the final report to all the members for criticism and suggestion.
