From the constitutionally-legal point of view would be more correct to speak about legal guarantees of promotion of candidates (lists of candidates) from political parties and their participation in pre-election campaign, about possibilities to participate in distribution of mandates, and in the subsequent deputy activity -about legal guarantees of participation in parliamentary debates and decision-making control at voting by the simple or qualified majority of votes of deputies.
