The city of Totmа is one of the characteristic Russian cities which passed all the stages of its urban planning development. Originally the settlement was 15 km far from the modern city. In 1554 the suburb, the construction of a strengthened jail, was moved. The suburb began to grow over the walls of the fortress and new shopping streets were built.
