This study aims to determine the effectiveness of developing modern physics learning tools with a guided inquiry learning model assisted by PhET virtual media on the cognitive learning outcomes of students. This study uses a Four D-Model development model. The subjects in this study were undergraduate students who were taking modern physics courses. The results of the development in this study are modern physics learning tools in the form of Semester Program Plan, Student Worksheets, teaching
