The Nagorno-Karabakh problem had continued for years. The problem had grown thanks to the policies of Russia in the region. The Russians first had carried out expansionist policies. After the industrial revolution, oil in the Caucasus had gained importance in the region. Therefore, the Russian Armenians immigrated to these regions.
